Populations Facing Special Challenges There are certain populations of children and youth which face special challenges to their development and successful integration into Israeli society. These challenges affect their ability to benefit from a wide range of services and frequently require special attention in service planning and delivery. Chief among these groups are Arab children and youth, and those in the immigrant population.
