Education and Livelihood Skills Alliance (ELSA)

Launched in 2004 with support from the U.S. Agency for International Development (USAID), ELSA is one of the lead implementing initiatives of the Education Quality and Access for Learning and Livelihood Skills (EQuAlLLS2). The project provides learning and employment opportunities for at-risk children and youth living in the Autonomous Region of Muslim Mindanao and Central Mindanao in the Philippines. Comprised of five highly respected international and Philippine NGOs, the Alliance engages local communities to improve the educational outcomes of in-school and out-of-school children and youth. Among its activities, ELSA builds and repairs school classrooms and community learning centers; strengthens the pedagogical competencies of teachers; enables out-of-school youth to access alternative, accredited learning programs; provides job opportunities for out-of-school youth; and promotes youth civic engagement and peace building. After successfully leveraging additional funding, ELSA is now a US$18 million program.

During its second phase (2008-2011), ELSA  has:

  • Improved the scores of 201 elementary schools in the national achievement tests through strengthening the English, science and math curriculum for more than 200,000 students.
  • Provided access to basic education and livelihood skills training to 30,000 out-of-school youth.
  • Strengthened  the capacity and leadership of 210 Parent Teacher Associations, local School Boards with a total enrolment of 15,000 in training programs on planning, program management and financial management.
  • Improved the professional leadership competencies of 242 senior school administrators and educational officials.
  • Improved the pedagogical methodologies of 1,625 English, Math, and Science teachers in experiential based learning, with a service or training count of 5,398.
  • Provided 213 community incentive grants for PTAs and out-of-school youth groups.
  • Constructed 44 classrooms and repaired 132 classrooms.
  • Refurbished 136 community learning centers.
