Job Summary
The Technical Specialist, Youth Employability will provide oversight and technical input into the design and implementation of employability activities for the Youth Engagement and Skills (YES) program in the Philippines. The USAID/Philippines YES! Mindanao activity will directly address the key constraints to peace and stability in conflict-affected areas as well as address alleviation for disaster-affected areas in Mindanao by strengthening the capacity of local government units, communities, and stakeholders to improve education service delivery; increase access for out-of-school youth to education through alternative learning systems; and increase out-of-school youth employability by providing relevant education and skills training. Responsbilities include activity design and implementation; identification of skills development needs and priorities for out-of-school youth; working with local implementing partners/training providers on development of high-quality and relevant training plans, curricula and courses; delivery of training and technical support to partners and beneficiaries, as needed; working with and through local partners to create linkages with employers for job placement and identification of additional technical support services as needed. The Technical Specialist, Youth Employability will be based in the Philippines and be responsible for youth employability activities on a full-time basis. To be eligible for this position, applicants must have the legal authority to work and reside in the Philippines; position is a local hire position and Filipino nationals are encouraged to apply. Hiring for this position will be contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
Job Responsibilities
- Collaborate with program team to integrate youth employability strategies throughout the program.
- Lead development of youth employment and integration plan.
- Provide technical input into the design and implementation of employability activities that incorporates needs of out-of-school youth, and monitoring and evaluation of activities, leading coordination with and amongst staff and local implementing partners/training providers.
- Work with partners and other relevant entities to ensure that training provided by the program meets relevant national/international standards and participants receive certification as an outcome of training.
- Scan/monitor existing institutional programs (government, donor-funded, NGO, university, and private sector), intellectual property and partners to leverage existing activities, identify gaps the program could fill, avoid duplication, and maximize synergies.
- Provide technical advice to local implementing partners/training providers and coordinate with relevant government entities where needed.
- Promote collaboration, coordination, and shared learning amongst implementing partners.
- Successfully encourage private sector partners to commit to provide funds, project resources, internships, jobs, and volunteers to support realization of the program goals.
- Review monitoring and evaluation data and reporting related to employability and job placement, track program performance and identify best practices.
- Provide regular updates on implementation progress and prepare appropriate contributions to donor reports and generate other technical reports as required.
- Identify any problems and challenges that may arise and offer solutions in a timely manner accordingly.
- Other duties as may be assigned by the Senior Technical Specialist.
Supervisor
This position will be supervised by the Senior Technical Specialist based in the Philippines
Qualifications
- Bachelor’s degree in Economics, Social Sciences, Education or a related field is required; an advanced degree preferred.
- At least 3-5 years experience working in youth education, workforce development, and/or employment programs.
- Experience working on Public Private Partnerships is a plus.
- Knowledge of/experience with programs that support youth education, employment and/or social services (e.g. education, out-of-school youth employment) preferred.
- Excellent written and oral communication skills.
- Must be a self starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
- Ability to travel up to 50% of the time within the Philippines.
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
- Experience working on USAID-funded programs in the Philippines region is preferred.
- Computer literate in Word, Excel and PowerPoint.
- Fluency in English, both written and oral is essential.
