Job Summary
The Technical Specialist, Gender Advisor will advise on all technical gender areas of the Youth Engagement and Skills (YES) program in the Philippines. The USAID/Philippines YES! Mindanao activity will directly address the key constraints to peace and stability in conflict-affected areas as well as address alleviation for disaster-affected areas in Mindanao by strengthening the capacity of local government units, communities, and stakeholders to improve education service delivery; increase access for out-of-school youth to education through alternative learning systems; and increase out-of-school youth employability by providing relevant education and skills training. Responsibilities include tailoring and integrating gender access in the program activities. The Technical Specialist, Gender Advisor will be based in the Philippines and be responsible for technical gender program areas on a full-time basis. To be eligible for this position, applicants must have the legal authority to work and reside in the Philippines; position is a local hire position and Filipino nationals are encouraged to apply. Hiring for this position will be contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
Job Responsibilities
- Collaborate with program team to integrate gender throughout the program.
- Oversee and coordinate all work related to gender activities including: 1) routine monitoring of program activities, 2) gender analysis, and 3) special studies and reports as needed.
- Lead development of a program gender strategy and integration plan.
- Assess gender dynamics in coordination with other technical specialists, addressing barriers to improving balanced gender participation.
- Assist in the development of operational manuals to ensure gender equity and sensitivity in manual content and presentation.
- Participate in gender-related meetings with program team, donor representatives, government officials, and implementing partners.
- Collaborate with local gender-focused organizations as much as possible.
- Collaborate with technical specialists to implement activities that strengthen gender equity and reduce gender gaps in program.
- Develop strategies, activities, and messages for communicating gender equity.
- Assist in the development of training manuals and curricula to ensure there is gender equity and sensitivity in content and presentation.
- Ensure gender impacts and resource utilization are tracked, monitored, analyzed and reported via the monitoring and evaluation system.
- Propose indicators and data collection methods for tracking changes in gender impact.
- Other duties as may be assigned by the Senior Technical Specialist.
Supervisor
This position will be supervised by the Senior Technical Specialist based in the Philippines.
Qualifications
- At least a Master’s Degree in Education, Health or Social Sciences related field.
- At least 3-5 years experience in planning, implementing and assessing program activities from a gender perspective, working in international development, ideally in education and workforce development programs.
- Prior experience successfully working in societies with low gender and development indicators helpful.
- Excellent written and oral communication skills.
- Must be a self starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
- Ability to travel up to 25% of the time within the Philippines.
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
- Experience working on USAID-funded programs in the Philippines region is preferred.
- Computer literate in Word, Excel and PowerPoint.
- Fluency in English, both written and oral is essential.
