Program Manager, Maghreb and West Africa

PURPOSE
To support the management of youth employability, entrepreneurship, and civic engagement programs in the Maghreb and West Africa.

SUMMARY
The International Youth Foundation (IYF), a global nonprofit organization that works to improve the lives and conditions of young people worldwide, is seeking a Program Manager to support and manage IYF’s programs in the Maghreb and West Africa.  The ideal candidate will have experience in youth employability and entrepreneurship program design and management, be an innovative thinker and have experience in facilitating discussions and training sessions in both French and English. RESPONSIBILITIES

  • Work closely with the Director to support the implementation of assigned IYF Programs in the Maghreb and West Africa to achieve program outputs and outcomes in accordance with donor expectations, grant agreements, and work plans.
  • Lead management of country programming and interaction with in-country staff as requested, under the supervision of the Director.
  • Support the Director in ensuring quality interventions for youth that promote employability skills, job placement, and the creation of new businesses through a holistic youth development framework.
  • Oversee sub-grants to partners including due diligence documentation, budgeting, disbursements, technical and capacity building support, monitoring and evaluation of activities, etc. to ensure successful program delivery.
  • Provide technical support in developing and managing capacity building support for local NGOs and/or government partners in assigned programs. 
  • Provide support and training on the adaptation and the in-country deployment of the IYF Passport to Success Life Skills program, in compliance with work plans and budgets.
  • Deliver program presentations in English or French (as needed) to local stakeholders during field visits.
  • Communicate effectively and collaboratively with donors, partners, relevant government authorities, private sector partners, and other key stakeholders as assigned.
  • Review partner reports and contribute to the preparation of quarterly and annual reports to program donors, partners, and other key stakeholders.
  • Initiate and facilitate recruitment and hiring of field office staff.
  • Provide ongoing support on Maghreb and West Africa programs in all areas, including grants and contracts processing, communications, M&E, and business development.
  • Complete other duties as assigned.

QUALIFICATIONS

  • Five years of experience in planning and implementing multi-faceted education and/or employability programs, in either formal or non-formal settings for young people in developing countries; knowledge and experience related to North Africa preferred.
  • Masters degree or higher in education, job training, or related field preferred.
  • Understanding and knowledge of the youth sector and issues affecting young people in the region, especially education and/or workforce development programs, including performance measurement and training preferred.
  • Excellent strategic planning, presentation, team-building and interpersonal skills, as well as an analytical ability to identify and establish priorities and attend to all details in a professional manner.
  • Proven ability to work with local partners to design and implement training programs and materials and to increase their capacity.
  • The ability to work successfully within a variety of cross-cultural settings.
  • Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner.
  • Experience successfully working across sectors (e.g. public, for profit and civil society) to solve social issues. Experience working with USAID preferable.
  • Strong communication skills.  Excellent command of English and French, both oral and written is required.  Knowledge of Arabic a plus.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook and PowerPoint.
  • Ability to travel internationally as needed.
