
Technical Specialist, Alternative Learning Systems, Philippines
Job Summary
The Technical Specialist, Alternative Learning Systems will advise on areas of alternative learning systems for the Youth Engagement and Skills (YES) program in the Philippines. The USAID/Philippines YES! Mindanao activity will directly address the key constraints to peace and stability in conflict-affected areas as well as address alleviation for disaster-affected areas in Mindanao by strengthening the capacity of local government units, communities, and stakeholders to improve education service delivery; increase access for out-of-school youth to education through alternative learning systems; and increase out-of-school youth employability by providing relevant education and skills training. Responsibilities include increasing out-of-school youth access to education through alternative learning systems. The Technical Specialist, Alternative Learning Systems will be based in the Philippines and be responsible for alternative learning strategies on a full-time basis. To be eligible for this position, applicants must have the legal authority to work and reside in the Philippines; position is a local hire position and Filipino nationals are encouraged to apply. Hiring for this position will be contingent upon IYF securing funding from USAID for this activity and USAID’s approval of the candidate for this position.
Job Responsibilities
- Collaborate with program team to integrate alternative learning strategy throughout the program.
- Lead development of alternative learning systems and integration plan.
- Assess existing Department of Education Alternative Learning System and gaps in access for out-of-school youth.
- Design a comprehensive alternative learning approach and the overall plan that incorporates all the needs of out-of-school youth.
- Oversee the implementation of alternative learning approach and activities for program partners in close coordination with the program team, ensuring that alternative learning systems are integrated into interventions in a timely, systematic, and effective manner.
- Work closely with the Senior Technical Specialist and Monitoring and Evaluation Specialist as needed and work with IYF staff in the United States to identify best practices, innovations, and alternative learning systems models that have worked in other youth development contexts and adapt them to the YES! Mindanao program model.
- Other duties as may be assigned by the Senior Technical Specialist.
Supervisor
This position will be supervised by the Senior Technical Specialist based in the Philippines.
Qualifications
- Bachelor’s degree in Economics, Social Sciences, Education or a related field is required; an advanced degree preferred.
- At least 3-5 years experience working in youth education, workforce development, and/or employment programs.
- Experience working on Public Private Partnerships is a plus.
- Knowledge of/experience with programs that support youth education, employment and/or social services (e.g. education, alternative learning systems) preferred.
- Excellent written and oral communication skills.
- Must be a self starter who takes initiative and is able to work with minimal supervision; comfortable working with multiple actors in the public/private sector, and/or civil society.
- Ability to travel up to 25% of the time within the Philippines.
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
- Experience working on USAID-funded programs in the Philippines region is preferred.
- Computer literate in Word, Excel and PowerPoint.
- Fluency in English, both written and oral is essential.
