Mozambique Technical Advisor, Youth:Work Mozambique

PROGRAM BACKGROUND
The consultant will work on the Youth:Work Mozambique (YWM) project, a three-year initiative under the Youth:Work Leader with Associates mechanism, whose goal is to improve economic livelihood opportunities for highly vulnerable in-school and out-of-school children and youth (i.e. orphans and vulnerable children and youth receiving antiretroviral treatment, ART) and their household members in the province of Cabo Delgado. Given the means to become employable individuals, these youth are not only more likely to find sustainable sources of income, but they are also less likely to participate in risk-taking behaviors and more likely to take measures to protect their health. YWM will create partnerships and alliances between nonprofit, private sector and governmental entities to maximize their respective contributions and added value to youth employability interventions.

SUMMARY
The Technical Advisor will provide on-the-ground support and conduct frequent monitoring of project activities. S/he will be also be responsible for overseeing the implementation and assessment of pilot phase activities by local partner(s) in year one of the project and, if extended, working with the IYF Baltimore team, design and plan for roll-out of the full program in year two based on learning from the pilot phase.  In addition, the Technical Advisor will coordinate with and maintain the engagement of Advisory Board members and other key stakeholders, and also provide support to the Program Director and Regional Director in Baltimore to engage with the private sector and raise leverage commitments.

1 year, with possibility for extension

TASKS/DELIVERABLES
A. Provide support for identification of implementing partner organizations, including assessment visits, development of a request for applications (RFA) and evaluation of proposals and budgets in alignment with IYF programmatic quality standards and due diligence requirements. 

  • Conduct an initial literature review to better understand labor market trends and entrepreneurial opportunities, vocational training, educational programs and government policies and programs related to the tourism sector in and around Pemba and submit report to the Program Director.  (January 30, 2012)
  • Assist with the implementation of a dual-client assessment in the tourism sector and related economic opportunities for youth in the Pemba area.  (Mid-February 2012)
  • Develop partner selection criteria and prepare a shortlist of potential partner organizations. (February 29, 2012)
  • Submit a shortlist of potential partner organizations, analyzed by selection criteria. (March 15, 2012)
  • In consultation with the USAID mission and Program Director, draft, revise, finalize and circulate to short-listed partners a Request for Applications/Concept Papers. (March 30, 2012)
  • Review concept papers developed by invited organizations and provide concrete technical assistance to ensure programs are well-designed and articulated. (April 30, 2012)
  • Assist Program Director and Finance Manager in gathering due diligence documentation. (April 20, 2012) 
  • Assist Program Director in organizing and co-leading design workshop. (May 15, 2012).
  • Assist selected organization(s) in developing project document and budget based on project guidelines. (July 15, 2012)

B. Interface with partners and provide planning, technical advice and capacity building support during the grant-making process and project implementation. Provide technical assistance to IYF’s local partners that will support continuous learning, quality assurance and impact of programs targeting vulnerable youth, including design and facilitate relevant and timely training sessions.  Training topics might include:  monitoring and evaluation of OVC programs; integration of employability, life skills and reproductive health training; job placement strategies and counseling services, etc.

  • Conduct partners site visits to assess capacity and provide capacity assessment reports and capacity development plans (including any budget implications). (July 15, 2012)
  • Conduct regular (at least monthly) site visits to monitor partner(s) progress based on Operating Plan and provide partner(s) planning assistance, technical advice and short-term training. Training and technical support topics will be based on the outcomes of the capacity assessments, but may include: IYF standards and indicators for monitoring and evaluation of OVC programs; integration of employability, life skills curricula and reproductive health training; job placement strategies and counseling services, public-private partnerships; etc. (July – December 2012)
  • Based on review of partner(s)’ progress against annual work plans or Operational Plan, write and submit monthly progress reports to Program Director, highlighting key achievements, any areas for concern and recommended actions. (July – December 2012)
  • Provide concrete assistance to partner(s) in drafting and submitting their quarterly reports based on guidelines. (July – December 2012)
  • Translate programmatic tools and short documents into Portuguese. (As needed)

C. Work with IYF headquarters and partner(s) to develop and implement systems to accurately collect, analyze and report on project monitoring and evaluation data and contribute to the dissemination of lessons learned, working specifically to identify positive trends and promising practices that informing overall project implementation.

  • Assist in developing and implementing systems and tools to accurately collect, aggregate, analyze and report on project monitoring and evaluation data. (As needed)
  • Prepare summary data tables and graphs for inclusion in reports to donors and for Advisory Board meetings. (As needed)
  • Develop and implement a system to ensure the promising practices are shared among implementing partners. (July – December 2012)  
  • On a monthly basis, report on positive trends and promising practices. (August – December 2012)
  • Organize at least three partner meetings to encourage learning.  (August – December 2012)
  • Write up to 2 field notes/short learning pieces on promising practices or key lessons learned (1-2). (August – December 2012)

D. Cultivate and maintain strong working relationships with relevant local and national level government ministries and offices. 

  • Prepare meeting memos summarizing who was met, the purpose of the meeting, key outcomes and action items / next steps within 48 hours of each meeting. (As needed)

E. Assist IYF headquarters staff in identifying and establishing public-private partnerships.

  • Organize at least three Advisory Board meetings including preparation of all meeting materials and logistics.  Write and distribute reports summarizing outcomes and agreed action steps from Advisory Board meetings. (July – December 2012)
  • Develop and implement low-cost mechanisms for maintaining regular communications with and engagement of Advisory Board members (project e-newsletter and project e-updates, etc). (As needed)
  • Develop a plan for establishing public-private partnerships to create leverage for program activities. (by September 15, 2012)

F. Regularly update and communicate with the Program Director in IYF Baltimore:

  • Participate in weekly team calls/meetings with the Program Director and other team members.
  • Prepare weekly status updates (bulleted lists), monthly programmatic and financial reports, and quarterly progress reports.


REPORTING AND KEY RELATIONSHIPS
Supervised by Youth:Work Mozambique Program Director.

QUALIFICATIONS

  • A University Degree in a relevant field.  A Master’s Degree is preferred.
  • Must be knowledgeable about the socio-economic and political context of Mozambique and/or the region.  Ability and willingness to travel frequently within Mozambique is required.
  • Must be a self starter, results-oriented, able to innovate and take initiative, and work effectively in cross-cultural teams.
  • A minimum of 5 years relevant experience working in youth development, youth employability and workforce development, or entrepreneurship programs.  Previous work experience in Mozambique or the region highly preferred. 
  • Experience in project management, proposal writing and budget preparation is required.  Analytical skills and the ability to identify and establish priorities and attend to all details in a professional manner.  High level of responsiveness is a must.  
  • Fluent in both English and Portuguese (both oral and written) is required; demonstrated experience in writing concise project reports, business communications, project briefs and other materials.
  • Demonstrated experience in supporting successful program delivery within a major USAID or other donor-funded youth development program is highly desirable.
  • Familiarity with monitoring and evaluation (M&E) standards and practices and experience in implementing M&E systems within projects is highly desirable.
  • Knowledge of and practical experience in assessing the capacity of and working with and through NGOs and other local partners highly desirable. 
  • Experience building multi-sectoral public-private partnerships and alliances highly desirable. 
  • Experience as a trainer or workshop facilitator highly desirable.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook and PowerPoint.
