
Monitoring & Evaluation Specialist, Jordan

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement Youth:Work Jordan (YWJ) - a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. YWJ will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1)Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3) Expanded Civic Engagement of Youth; and 4) Policy Coordination.
JOB RESPONSIBILITIES
- Provide day to day management in the implementation of YWJ’s M&E system in accordance with YWJ’s M&E plan, working closely with implementing partners to ensure that accurate data is collected in a timely, systematic, and efficient manner. Ensure any modifications to the overarching M&E Plan are implemented across all partners.
- Serve as the primary point person for all monitoring related work within YWJ’s Program Management Unit (PMU), providing regular briefings to the senior management on achievements and issues requiring attention.
- Train YWJ’s Community-Based Organizations on the accurate use of YWJ’s monitoring systems, manage the work of grantee M&E officers, provide ongoing coaching/support through regular site monitoring visits, and ensure quality control and data integrity of both the hard-copy records and online database, trouble-shooting challenges as needed.
- Manage the information-gathering process for monthly, quarterly and annual results and performance reports, in addition to preparing data for other briefings, summaries, papers, presentations, etc. for various audiences as needed (e.g. USAID, MOSD, Advisory Committee, Technical Working Group).
- Maintain all M&E tracking forms and tools related to YWJ’s data collection system, ensuring that data is up to date; Work closely with YWJ’s external online M&E service provider to maintain YWJ’s M&E online database and update system functionality as needed.
- Supervise a team of three M&E Coordinators and two M&E Assistants, managing their work deliverables and providing regular coaching to help them grow in their M&E and project management skills.
- Manage work of YWJ’s external M&E consultants and firms including YWJ’s M&E verification firm engaged to support the monitoring of YWJ’s grantees CBOs (Community-Based Organizations), and other consultants engaged to support YWJ’s M&E research activities and evaluation studies as needed.
- Support the Senior Learning Manager to compile, analyze and document cross cutting and community level M&E data, as well as good practices, lessons learned, trends, cross-cutting policy and implementation issues, etc.
REPORTING AND KEY RELATIONSHIPS
Supervised by the Youth: Work Jordan Senior Learning Manager.
QUALIFICATIONS
- Bachelor’s degree Workforce Development, Education, Social Sciences or a closely related field is required; a Master’s degree in similar areas is strongly preferred.
- Academic training or specialized coursework in coursework in monitoring and evaluation and/or social science statistics is strongly preferred.
- Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, health) preferred.
- A minimum of 5 years of experience of experience working in managing monitoring and evaluation programs in a multi-stakeholder environment, monitoring program performance, and carrying out evaluations, particularly using online databases or other data-gathering systems.
- Excellent leadership, management and coordination skills particularly with multiple stakeholders, along with strong interpersonal, communication, presentation, and analytical skills
- Experience working on USAID-funded programs in Jordan and/or the Middle East region is preferred.
- Ability to exercise sound judgment and diplomacy in a multi-stakeholder environment.
- Oral and written fluency in English and Arabic.
- Strong interpersonal, communication and analytical skills.
- Must be a self starter who takes initiative and is able to work with minimal supervision.
- Strong computer skills in MS Word, Excel, PowerPoint and database management.
- Willingness to travel up to 50% of time within Jordan.
