With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement Youth:Work Jordan (YWJ) - a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. YWJ will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1) Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training;

2) Provision of Youth Friendly Services; 3) Expanded Civic Engagement of Youth; and 4) Policy Coordination.

 

JOB RESPONSIBILITIES

  • Oversee the implementation of all program activities in several designated YWJ communities, managing program partners for success and ensuring timely and quality execution of program deliverables.
  • Manage quality assurance process for community based youth interventions and CBO capacity building activities, ensuring that interventions are being delivered systematically and consistently across communities in accordance with YWJ’s program models
  • Supervise and oversee the work of 4-5 community level program officers and field coordinators, managing their work deliverables and providing regular coaching to help them grow in their youth development work and project management skills.
  • Oversee the process for the selection of community based partners in designated YWJ communities and the award of grants to shortlisted applicants.
  • Oversee the process for the building of community alliances and partnerships, working with community leaders, IYF community level staff, and CBOs to identify existing services, assets, and infrastructure in YWJ’s communities to support of program interventions.
  • Create scopes of work for service providers, identify service providers who can deliver quality trainings in support of YWJ interventions, and manage the provision of trainings by such entities.
  • Design and oversee the implementation of community job placement strategies, oversee employer engagement efforts and partnership developments for each community.
  • Lead community staff in identifying trends and gap areas across communities, trouble-shooting key issue areas and channeling trends or challenges to technical support team for further action.
  • Approve individual interventions and program activities from a technical perspective, ensuring that activities are in line with YWJ’s program goals and models. Specifically, work with the
  • YWJ Technical Support specialist to ensure that all youth are receiving systematic and quality interventions that include proper career guidance, psycho-social support, literacy services, life skills, business English, IT and demand driven technical training.
  • Work with capacity building specialist to implement capacity building activities for community based partners, and overseeing the implementation of such activities.
  • Work with the YWJ Monitoring and Evaluation team to ensure programmatic activities are results driven and closely integrated with the outcomes and objectives set forth in YWJ’s monitoring and evaluation plan; oversees any adjustments to design and implementation of activities based on M&E data and feedback.
  • Provide regular updates to the Senior Technical Program Manager and Country Director; review and sign-off on the submission of periodic program reports and updates to YWJ core partners.
  • Conduct regular site visits to program sites to monitor program partner progress.
  • Ensure strong and coordinated communication and information sharing processes between YWJ’s Program Management Unit in Amman and IYF staff based at community levels. 

 

REPORTING AND KEY RELATIONSHIPS
Supervised by Youth:Work Jordan Senior Technical Program Manager.

 

QUALIFICATIONS

  • Bachelor’s degree in Economics, Social Sciences, Education or a related field is required. An advanced degree is preferred.
  • A minimum of 7 years of experience working in a similar position on related youth employment/education programming. Experience working on Public Private Partnerships is a plus.
  • Demonstrated ability to manage a staff of 4-7individuals, often in remote locations.
  • Experience managing field teams with diverse backgrounds to produce programmatic results.
  • Strong managerial and organization skills in coordinating the work implemented by CBOs.
  • Strong interpersonal, communication and analytical skills.
  • Solid planning skills and sound judgment dealing with implementation challenges and finding solutions.
