PURPOSE:
To provide leadership for the development of complex cost proposals and budgets for all new programs developed for submission to public and private sector donors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible for the development of all cost applications, financial analysis, budget justifications, and negotiations with prime and sub-recipient for all new programs developed., including US government agencies such as USAID, USDOL and other bilateral aid agencies, global corporations, multilateral institutions, regional development banks, foundations, for-profit development contractors and other nonprofit organizations.
- Review solicitations to ensure that IYF has the capacity to respond to the solicitation as well as ensure that the IYF cost applications are complete and responsive
- Work closely with Finance, Administration, and IT Department (FAIT) to ensure cost proposals are responsive to donor requirements, while also responsive to IYF’s needs. In addition, ensure that new projects are integrated within financial and management systems of the organization.
- Structure and complete comprehensive budgets for all new programs including all program costs, field office and headquarter operational costs, and sub-recipient costs
- Contribute to development and updating of local country cost data, which are gathered by recon teams or field personnel and feed into proposals.
- Negotiate budgets with all sub-recipients. Work with Business Development staff on securing supporting documents from sub-recipients including Teaming Agreements and Letters of Commitment, and other required information.
- Develop budgets to be proposed as “matching” or “leveraging” contributions
- Work with the Business Development team, FAIT and potential donors on negotiations and on finalizing budgets for all agreements with donors.
- Manage U.S. government certifications for all U.S. government proposals. Ensure compliance with all government requirements. Work with sub-recipients on compliance requirements.
- Work with FAIT and Center staff to help in new project start-up including field office set-up, procurement, staffing, and smooth transition of budgets to program and financial management staff assigned to new programs.

QUALIFICATIONS
Bachelor’s degree in business administration or equivalent plus 4-5 years of related job experience.
Demonstrated experience in project and budget management, financial analysis, budget development, cost proposals and contract negotiations.
Familiarity with US government acquisition and assistance rules and regulations as they apply to non-governmental organizations, including but not limited to Federal Acquisition Regulations (FAR), Code of Federal Regulations and OMB Circulars.
Ability to travel internationally as needed.
Excellent written and verbal communication skills in English are required. Ability to conduct business conversation in a second language is preferred.
Experienced in the use of the full Microsoft Office products including Word, Excel, Outlook, PowerPoint.
