Grant and Contracts Officer - Tanzania

Job Summary

The primary responsibilities of this position will be local grant financial management and administration of local grants and contracts in line with the International Youth Foundation’s Field Office Policies and Procedures.

Job Responsibilities/Specific Duties

Grant Financial Management

  • Serve as the overall point of contact for all local grantee organizations on financial and administrative matters.
  • Ensure local grantees’ compliance with all financial and administrative terms and conditions of signed grant agreements with IYF.
  • Review monthly financial reports from local grantees and works to correct and finalize as necessary. Work with the Operations Manager to finalize reports and ensure appropriate and timely disbursements to grantees.
  • Provide other financial technical assistance to local grantees as requested.

Grant & Contract Administration

    ­
  • Assist local staff with the development and implementation of contracts and related agreements by ensuring applicable IYF Field Office Policies and Procedures have been met prior to the execution of any contract. (This includes, but is not limited to, ensuring proper forms and templates have been completed and the necessary verbal and written approvals have been obtained.)
  • Assist local staff with the development of new grant proposals and budgets.
  • Assist local staff with the close out of local grants including execution of any formal inventory requirements.
  • Maintain and manage records of local contracts and grant agreements including paper and electronic files, an inventory/log of all agreements, and a schedule of relevant dates and deadlines related to those agreements.

Qualification Requirements

  • 2-4 years relevant experience required.
  • University degree or certificate in business management, finance, or other related and relevant fields preferred. Stronger emphasis is placed on relevant working experience and eagerness to learn over formal education.
  • Familiarity with USAID rules and regulations is a plus but not required.
  • Strong personal management and communication skills necessary to work with colleagues in field and Baltimore offices, NGO partners and other external stakeholders.
  • Strong analytical ability; accuracy with numbers; and extreme attention to detail. Reliability and thoroughness are a must. Experience with budget management is a plus.
  • Ability to learn and to work independently as well as in a collegial manner; as a team player.
  • Ability to establish effective working relationships with employees, grantees and all other third parties and stakeholders.
  • Must possess strong attention to detail, reliability, organizational and time management skills. Flexibility to respond to some periods of high pressure is required.
  • Must possess high level of confidence with MS Office Suite, especially Excel and Word.
  • Oral and written English & Swahili fluency is required.
  • Communication skills must be effective and courteous, requiring high integrity when dealing with restricted and/or highly confidential information.

Supervision

This position will report 100% to the EAYPI Tanzania Country Director but will also have frequent interaction with IYF staff based in Baltimore; including the EAYPI Program Manager and the Operations Manager.
