Director, Public Sector Business Development – Baltimore, MD US

SUPERVISOR:
Vice-President, Business Development

PURPOSE:
Play a leadership role in securing resources from a variety of public sector sources, both bilateral and multilateral, for the development of new programs and partnerships that support IYF’s strategic priorities.

RESPONSIBILITIES:

  1. Work closely with the VP of Business Development and Senior Management Team to develop new partnerships and secure new resources from bilateral and multilateral development agencies such as USAID, US Department of Labor, the InterAmerican Development Bank, the World Bank, etc.
  2. Work with the VP of Business Development to develop and manage public sector fundraising goals, strategies and plans. Provide support for the monitoring and tracking of public sector resource development activities as well as preparation of resource development reports for the Senior Management Team and the Board.
  3. Identify potential new funding opportunities both in the United States and abroad, by responding to solicitations as well as identifying unique IYF development opportunities. Cultivate and maintain strong relationships with all donors.
  4. Lead and manage the conceptualization and development of new innovative programs, as well as the enhancement and expansion of ongoing programs, working closely with public sector donors, program staff, and local partner organizations.
  5. Work in close coordination with staff of program Centers (Education, Employment, Health, Leadership and Engagement) and supporting Departments (Communications, Finance, Administration & IT) to ensure the successful delivery of public resource development activities.
  6. Represent the organization to the international development and youth development communities.
  7. Provide technical support to program staff and in-country partner organizations for proposal development, program design, project planning, and budget development. Lead and prepare briefing papers, concept papers, proposals and budgets for planning and funding new ODA programs.
  8. Participate and contribute to organizational, departmental and programmatic Center meetings involving public resource mobilization goals, strategies and plans.

QUALIFICATIONS:

  • Advanced degree in a field relevant to IYF’s mission and programs (e.g., international development, business, marketing, social science, international relations or public policy) preferred.
  • 7-8 years of experience in fundraising, program development and/or program management in the international development sector, with a proven track record in business development.
  • Strong proposal development skills, including the development of budgets, writing and editing, targeting resource development with USAID and other overseas government development agencies and multilateral institutions.
  • Experience in youth development work preferred and/or background in education, employability, health, or youth leadership development.
  • Strong network of relationships with USAID and other bilateral and multilateral development agencies, as well as experience and ability to advocate and liaise with a variety of donors.
  • Ability to travel internationally as needed.
  • Ability to make judgments, assume responsibility, and work independently in a fast paced environment is essential.
  • Initiative, creativity, reliability, flexibility, thoroughness, and accuracy are critical.
  • Analytical ability to identify and establish priorities, and attend to all details in a professional manner.
  • Strong interpersonal skills appropriate for operating effectively in a multicultural, international environment.
  • Excellent time management and handling of multiple tasks.
  • Strong oral and written English communication skills. Fluency in a second language is preferred.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook, and PowerPoint.
